Bluetooth Headsets

I was at the grocery store yesterday and a thought occurred to me. If you've seen the recent movie, Casino Royale, follow along. There's this scene where the assistant keeps touching his earpiece, being a dead giveaway that he's a spy.

My question was: when did the bluetooth headsets become common enough that it was more awkward for someone to wear a hidden earpiece (aka secret service), and less like the plethora of headsets you find at the grocery store?
